Scottish Hockey statement in response to Herald article on 24 April

Scottish Hockey today issued the following statement in response to an article that appeared in Herald Sport on Wednesday 24 April.
It was inaccurately reported in this article that Scottish Hockey was in receipt of player registration documents submitted by Uddingston Hockey Club before matches against Falkirk GHG and CALA Edinburgh on 13 & 14 April, insinuating a failure in procedure by the governing body.
Scottish Hockey can clarify that this is categorically incorrect.
To confirm:
The approval of the transfer of both individual players from Kelburne Hockey Club to Uddingston Hockey Club was submitted to Scottish Hockey after business hours on Friday 12 April. Therefore, Scottish Hockey was not in a position to issue authorisation for the transfer of both players before matches against Falkirk GHG and CALA Edinburgh. It should be noted here that neither player were registered as an active member by Kelburne Hockey Club for the 2012/13 season.
Significantly, the player registration documents for both individual players were submitted by Uddingston Hockey Club on the evening of Sunday 14 April following the matches against Falkirk GHG and CALA Edinburgh.
Therefore, both individual players were not registered to play and consequently, they were both ineligible to be selected for participation by Uddingston Hockey Club in the matches against Falkirk GHG and CALA Edinburgh.
This was clearly an administrative oversight by Uddingston Hockey Club and two breaches of the Competition Byelaws:
Byelaw 3.2.2:
‘If the transfer is approved, the player may play for his or her new club from the date on which Scottish Hockey issues the transfer authorisation by letter or email’
Byelaw 3.1.1:
‘All players via their clubs must comply with the registration requirements of Scottish Hockey (Appendix 1) and adhere to the ethical policies. If any team player an ineligible player, the club shall be liable to an appropriate penalty as defined in Byelaw 4.1.3’
Subsequently, Uddingston Hockey Club were issued with a sanction by Scottish Hockey’s Competition & Events Manager that declared the results for both matches void and that the matches should be replayed with the loss of home advantage and without the two individual players who were not eligible to play.
Both Falkirk GHG and CALA Edinburgh have been informed of this decision and have agreed rearranged dates for the matches to be replayed.
Uddingston Hockey Club were offered right of appeal following the issue of this sanction. Scottish Hockey can confirm that the club have not exercised this right of appeal within the allowed timescale.
