Scottish Hockey to implement new rule changes

 

New rules changes to come into effect from February 1st 2014
Given the recent rule announcements from the FIH, and to allow proper preparation for all our international athletes for their competitions in the next few months, the Scottish Hockey Management Committee have discussed and agreed on the following rule changes for to take affect from the 1st of February 2014.
1. Own Goals
Scottish Hockey Management have decide to withdraw from the now experimental own goal rule as of 1st of February 2014.
INCLUDE A LINK TO FIH ANNOUNCEMENT in NOVEMBER 2013.
This is to apply all Scottish Hockey Domestic Outdoor competitions.
2. Playing the Ball above the Shoulder
The Scottish Hockey Management Committee has decided to implement a Tournament Regulation for the following competitions only as of 1st of February 2014
Mens National Leagues, Playoffs and Regional Leagues
Womens National Leagues, Playoffs and Championships
Mens Scottish Cup and Plate
Womens Scottish Cup and Plate
A player may stop, receive and/or deflect the ball above shoulder height providing the following conditions are met:
a.     The action is performed in a controlled manner
b.     The action is neither dangerous nor likely to lead to danger for any player
Opponents must not be or approach within 5 metres of a player receiving a ball above shoulder height until it has been received, controlled and is on the ground.
The initial receiver has a right to the ball. If it is not clear which player is the initial receiver, the player of the team which raised the ball must allow the opponent to receive it as described above.
It remains the responsibility of the umpires to ensure the safety of all involved.
Note:- Advice was sought from the FIH and their view was this should not be introduced at all levels of our sport, and therefore we have not included the District and Reserve Cups & Plates or our Youth competitions amongst those playing this rule.
We will continue to monitor any FIH statements over the coming months and review this regulation ahead of season 2014/15.
